David Oppenheimer, Managing Director (New York), leads the transaction services team for greenhouse gas (GHG), nitrogen oxides (NOx) and sulfur dioxide (SO2) allowances, emission credits and offsets as well as for renewable energy certificates (RECs) in the Americas.  The team develops domestic and international projects and arranges transactions in the more established markets under the U.S. Acid Rain Program, the NOx SIP Call Program, and various state and local GHG, renewable credit, allowance and offset programs.

Mr. Oppenheimer participated in the U.S. EPA’s development of the draft Open Market Trading Rule and in NOx Budget and NOx SIP Call negotiations at the Ozone Transport Commission/Ozone Transport Assessment Group (OTAG) level and in several individual states.  Mr. Oppenheimer also participated in the OTAG modeling and strategy subgroups and in New Jersey’s Open Market Emissions Trading workgroups.

Prior to joining Natsource in 1997, Mr. Oppenheimer was a consultant with MSB Energy Associates, Inc., where he worked with public sector clients on energy and environmental issues.  Mr. Oppenheimer was also involved on a daily basis in the NESCAUM/MARAMA Demonstration Project’s development of open market trading in the Northeast and Mid-Atlantic regions. 

Mr. Oppenheimer has a BA from Brown University in Religious Studies and completed graduate level classes at the University of Wisconsin-Madison.
