New York, NY: June 12, 2001 – Natsource® LLC announced today that Paul Bailey has joined the Natsource team as a Managing Director. Bailey, an expert in energy and environmental policy, has significant public and private sector expertise having served in the Bush Administration from 1990-1992 and has three decades of experience in the utility and oil industries. He will provide strategic counsel, advocacy, and issues management services in the areas of clean air and climate policy to Natsource’s global client base and will work out of Natsource’s Washington, DC office.
Mr. Bailey will work to strengthen the firm’s ability to provide policy development and issues management services with an immediate focus on assisting companies develop innovative strategies to address clean air and climate change challenges.
The Natsource Strategic Services group provides its clients with value-added risk management and strategic counseling services complementing Natsource’s core energy and environmental brokerage operations.

Mr. Bailey joins Natsource from the Edison Electric Institute (EEI), the association of investor owned electric utilities, where he served as Vice President, Environmental Affairs. His department had the responsibility for managing a wide range of environmental issues. In this capacity, Mr. Bailey established an important dialogue between EEI member companies and representatives from the environmental community to discuss the development of comprehensive proposals that would integrate clean air and climate change policy.
“With Natsource, Paul will immediately focus on policy development, advocacy and coalition building on issues pertaining to clean air and global climate change,” said Mr. Cogen. “Working with Rich Rosenzweig and Dirk Forrister, he will greatly strengthen our ability in Washington to both develop and communicate the benefits of market-based environmental strategies.”
Prior to joining EEI, Mr. Bailey served as Director, Health and Environmental Affairs at the American Petroleum Institute (API). His department was responsible for analyzing environmental, health, and safety legislation and regulations and advocating positions on behalf of API member companies.
Mr. Bailey also served from 1990 to 1992 in the Bush Administration at the Department of Energy as Special Assistant to the Deputy Secretary, Director of the Office of Planning and Environment, and Special Assistant to the Assistant Secretary for Fossil Energy. His areas of responsibility included implementation of the Clean Air Act Amendments of 1990, global climate change, technology transfer, budgeting and strategic planning.
Prior to joining the Bush Administration, Mr. Bailey held several positions during his 16-year career with Southern Company. Mr. Bailey holds a BS from Birmingham-Southern College and an MS from Vanderbilt University. He also has attended executive leadership training at Stanford University’s Graduate School of Business.
