Robert Youngman, Director of Economic Analysis (Washington, D.C.), provides analysis on domestic and international climate change policy, market, economic, and risk management issues.  He also analyzes GHG market performance and pricing for private firms and international financial institutions.  Mr. Youngman was a key contributor to the development and testing of Natsource’s Delivery Risk Model, which will be used by the Greenhouse Gas Credit Aggregation Pool to estimate expected delivery of emission reductions from projects and emission reduction portfolios.  Mr. Youngman has performed a number of analyses for Canadian and European firms in the aluminum, pipeline, upstream oil and gas production, oil sands, and electricity generation industries.  These analyses have assessed the potential economic risk resulting from greenhouse gas emission reduction requirements imposed by the Canadian domestic emissions trading system that is under development, and the risk imposed by the European Union’s Emissions Trading Scheme.  He has also written an analysis for the International Energy Agency on the role of governments in the GHG market and a recent paper for the Electric Power Research Institute describing the EU Emissions Trading Scheme, and comparing current and potential future EU market performance to U.S. emissions markets at similar points of development.    

Prior to Natsource, he was Project Manager at the environmental consulting firm Environomics, where he performed economic and quantitative analyses for U.S. EPA and private sector clients.  Mr. Youngman previously worked as a consultant at the OECD in Paris, where he co-authored publications on trade and environment and the environmental effects of globalization in the energy sector.  He has a BA degree in political science from Amherst College and an MA in public and international affairs from Princeton University.
