Doug Russell

Douglas Russell, Managing Director (Ottawa), has over 25 years of experience in the public and private sectors dealing with international and domestic policy development related to broad-scale environmental issues.  His recent work includes a corporate climate change strategy for the Shell Group of companies, a study for the Pew Center on Global Climate Change on how multinational corporations are establishing GHG reduction targets, a study on issues arising from the establishment of a North American emissions trading system, and various capacity-building initiatives related to climate change in Argentina, the Caribbean, China and Nigeria.  Mr. Russell has also developed and delivered numerous presentations and briefings on the Kyoto Protocol and the emergence of carbon emissions as a commodity.  His capacity-building efforts assist developing countries to establish the institutions to host GHG ER projects.  His clients include large corporations, developed and developing country governments, and environmental non-governmental organizations.  Prior to joining the private sector, Mr. Russell co-headed Canada's negotiating delegation to the UN Framework Convention on Climate Change from 1992-1996.  In this capacity, Mr. Russell participated in developing the Joint Implementation mechanism, which was designed to encourage the development of GHG reduction projects in developing countries, and in negotiating the rules to govern the project-based mechanisms incorporated in the Kyoto Protocol.  He has a BSc degree in mathematics and a masters of public administration from Dalhousie University, Halifax.
