dforrister@natsource.comDirk Forrister, Managing Director (London), focuses on the development of GHG markets worldwide. Prior to joining Natsource, Mr. Forrister served in senior positions in government and the environmental community. He was the Energy Program Manager at Environmental Defense, a U.S. environmental organization and served as the Chairman of the White House Climate Change Task Force in the Clinton Administration. He was also a senior U.S. Government delegate to the international global climate change negotiations. In this capacity, he was intimately involved in the negotiations to develop the rules governing the project-based mechanisms in the Kyoto Protocol. Before joining the Task Force, Mr. Forrister was appointed by President Clinton and confirmed by the Senate to be Assistant Secretary of Energy for Congressional, Public and Intergovernmental Affairs. He also served as Special Assistant to the U.S. Energy Secretary. He helped to develop the first U.S. Climate Change Action Plan, which incorporated the first project-based mechanism to reduce and transfer GHG ERs. Prior to serving in the Clinton Administration, he worked as counsel to Congressman Jim Cooper, for whom he developed climate change, clean air and energy legislation. In particular, he advised on the acid rain trading program of the Clean Air Act Amendments of 1990 and crafted the voluntary GHG reporting program contained in the Energy Policy Act of 1992. He also helped to negotiate the voluntary GHG reduction agreements between the U.S. Department of Energy and the electric utility industry. Mr. Forrister has a BA from David Lipscomb University and a Juris Doctor degree from Rutgers University School of Law.
