30 June 2004 Natsource developed a paper for the National Commission on Energy Policy that: (1) described the magnitude of the challenge in stabilizing concentrations of GHGs in the atmosphere; (2) the technological transformation of the energy system that is required to stabilize concentrations of greenhouse gases; (3) quantifies the economic benefits of technological development in stabilizing concentrations; (4) identifies the reductions by the public and private sectors in energy research and development necessary to facilitate the technological transformation of the energy system; and (5) recommends the development of a dedicated funding mechanism to finance energy research and development outside of the annual appropriations process.
