Natsource analyzed the impacts of 7 developed countries', 4 developing countries' and the EU's responses to climate change for the National Commission on Energy Policy to provide context for future U.S. policies.  Natsource developed a set of quantitative metrics and an analytical framework for evaluating countries' relative performance; produced a detailed review of countries' national responses; and applied the analytical framework to compare countries' performance against environmental metrics, economic performance criteria, and technology development performance criteria.  Natsource also assessed the National Allocation Plans of four EU countries and incorporated findings into the comparison of countries' performance.
