Currently there is an international effort to ratify the Kyoto Protocol; a treaty to impose
binding targets on countries' emissions of greenhouse gases. Japan, the European Union
and Australia have all appealed for an international consensus to be reached in order to
ratify this treaty by the year 2002. Pending that, many governments and private industries
are presently involved in planning, creating and implementing pre-compliance
measures to meet the Protocol's goals.
